"Dear Mr. Brown,
In this post-9/11 world, our synagogue faced an uncertain and unpredictable danger from people who might seek to harm our congregants and the children in our school. Our playground is located 35 feet from a public street, and regardless of how much planning and personal security we provided, we never knew if some fanatic would target our children with a vehicle-borne bomb. The school also sat at the corner of a major thoroughfare, and there are apartments across the street, all of which would provide cover for someone seeking to shoot into our playground. On the advice of our security consultant, we determined that a blast-resistant, bullet-resistant barrier was the appropriate means of protecting the children on our playground.
We consulted with an architect and a structural engineer, and they drew up plans to build a steel-reinforced concrete wall that would withstand a typical car bomb blast. When we presented these plans for bid, the cost estimate exceeded $1,200,000.00. We were stumped, as our congregation did not have the resources to build such an expensive wall. We knew that building a wall with less strength would only pose an additional danger to our children, as pieces of an exploded wall would become shrapnel that would magnify the effects of a car bomb.
Fortunately, we found J.C. Brown and the good people at Creative Building Products (Division of Spirit of America Corporation). Mr. Brown offered us the Houston Ultra High Threat Barrier, which is a series of sand-filled plastic barriers as pictured on next page.
These barriers blend into the background on our playground, and we have received zero complaints regarding their appearance. On the contrary, the parents of our school children take great comfort in knowing we have provided for their children’s protection. For approximately 10% of the cost of a custom-built steel-reinforced concrete wall, we obtained protection for our children that is at least as strong as the custom alternative.
My comments are not based on blind faith. I was invited by Mr. Brown to attend a demonstration of these barriers in action. I personally witnessed two large explosions – one a car bomb and the other a truck bomb – staged at a test facility in New Mexico. I saw these barriers absorb substantial amounts of shrapnel without allowing anything to pierce the back wall of the barrier. It was a truly awesome demonstration, and everyone at the demonstration (all the attendees other than Mr. Brown and I were from the armed services, the FBI, Secret Service or Homeland Security) was as impressed as I.
